Why Ashburn Families Are Adding a Second Unit

01Detached ADU

A freestanding cottage is the hardest ADU to fit in Ashburn, mostly because of lot size. In much of Ashburn Farm, Broadlands and Brambleton, the back yard is a patio, a strip of lawn and a fence. Where there is room, Loudoun's rules are workable. A detached accessory dwelling goes inside an accessory building, has to meet the front yard rules for the zoning district, and stays under the suburban size cap, which is measured against the main house. It can sit as close as five feet to a side or rear lot line if that wall has no windows or doors. The HOA will review the building's size, roof and siding, and some covenants limit outbuildings outright, so we read them before we sketch.

02Attached ADU

An attached unit shares a wall with the house but runs on its own, with a separate entrance, kitchen, bath and thermostat. In Ashburn this usually means carving a unit out of existing space, such as one end of the main level, rather than adding on. Loudoun applies the same yard requirements to an attached accessory dwelling as to the house itself, so the envelope is whatever your lot already allows. The real work is separation. Two households under one roof need fire separation between them, sound insulation that actually works, and ductwork that doesn't carry one kitchen's smells into the other unit. We plan those before the drywall goes up, not after, and we keep any new exterior door off the front of the house so the HOA sees one home.

03Basement ADU

This is the most common Ashburn ADU. Many single-family homes here were built with full basements, and many on sloped lots walk out to the back yard. A walkout gives you a door at grade, daylight for the living room and an easy spot for bedroom egress windows. The limit to watch is size. In the suburban districts the unit can't exceed half the house's floor area or 1,200 square feet, whichever is less, and a large Ashburn basement can be bigger than that. We usually leave the mechanical room and some storage with the main house and plan the unit around the rest. Most Ashburn single-family homes have an attached two-car garage, and converting it puts the unit on the main level, which helps a parent who shouldn't be on stairs. The trade-offs are real. The slab has to be insulated and leveled, and the big door opening becomes a wall with windows that the HOA will want to review. Covered parking goes away too, and in communities with rules about where cars and trucks can sit, that can matter more than the construction. Because the garage is part of the main structure, the unit still counts against the suburban size cap. Converting one bay and leaving the other for a car is often the easier plan to get approved and to live with.

An in-law suite and an accessory dwelling can look alike and still be different things under Loudoun's ordinance. The county defines a dwelling unit as rooms physically separated from other units, with independent cooking, sanitation and sleeping facilities. A suite with a bedroom, full bath and sitting room that shares the family kitchen stays part of one house. Add a full kitchen and a separate entrance, and it becomes an Accessory Dwelling, with the size caps that come with it.

Either can be right. For a parent who uses a walker, we plan a step-free entry, a curbless shower and wide doors either way, and we rough in plumbing so a kitchen can be added later with the proper county permit.

06Guest House

Loudoun's ordinance has no separate guest house category. Its general rules say an accessory structure can't be used as a dwelling or for lodging unless the ordinance explicitly allows it, as it does for an accessory dwelling. So if visitors will sleep in a backyard building, we plan and permit it as an accessory dwelling, with the size and setback rules that go with it. A pool house, home office or art studio that nobody sleeps in is a simpler accessory building. On Ashburn lots the realistic version is small: a studio at the back of the yard or a cabana beside a pool, reviewed by the HOA like any other outbuilding.

07Above-Garage ADU

Putting the unit over the garage gets you an ADU without giving up yard. Over an existing attached garage, the question is structure. Garage walls and footings in production-built Ashburn homes usually weren't designed to carry a second floor of living space, so we check the foundation and framing before anything else. On the larger lots, a new detached garage with an apartment above can work, since Loudoun allows an accessory dwelling inside an accessory building. The unit still has to fit the suburban size cap, and a two-story outbuilding is exactly the kind of project HOA committees look at hardest. Stairs, fire separation from the cars below and a roofline that matches the house all go into the drawings.

08ADU Addition

When the basement is already the family room and the garage is full, adding footprint is how the unit gets built. In Ashburn that usually means a rear addition, a side wing where the lot is wide enough, or a second story over a one-story section. An attached accessory dwelling has to meet the same yard requirements as the house, and on narrow Brambleton and Broadlands lots the side setbacks leave little room, so rear additions are more common. The size cap is measured against the main house's footprint and floor area. Matching the siding, roof pitch and windows is what gets the HOA to approve it. How Loudoun County Regulates ADUs in Ashburn

Ashburn is not a town. It has no zoning office of its own, so everything runs through Loudoun County. The county adopted a new Zoning Ordinance on December 13, 2023, and it calls these units Accessory Dwellings. In most of Ashburn's single-family neighborhoods, which fall in the county's suburban zoning districts, an accessory dwelling's footprint can be no more than half the main house's footprint, and its floor area is capped at the lesser of half the main house's floor area or 1,200 square feet. Only one is allowed on a lot under 20 acres. A detached unit inside an accessory building must meet front yard rules but can sit as close as five feet to a side or rear line, as long as that encroaching wall has no windows or doors.
Permits come from the Loudoun County Department of Building and Development, which handles building permits for the whole county and zoning permits outside the incorporated towns. Applications go through the county's LandMARC portal. Most Ashburn homes are on public water and sewer, so the Health Department septic approval the ordinance requires for septic lots rarely comes up here.

The HOA is usually the longer wait. The county tells permit applicants that getting HOA approval is their own responsibility, and Ashburn Farm, Ashburn Village, Broadlands and Brambleton all run architectural review for exterior changes. A new entrance, a window well or a bump-out goes to that committee, so we prepare its submittal alongside the county drawings. For owners thinking about a basement ADU, the exterior changes are often small, which keeps the HOA side simpler.

It can control a lot of it. Loudoun County's zoning allows an accessory dwelling on residential lots that meet the standards, but your community's covenants are a separate set of rules, and the county leaves HOA approval to you. Start with the path from the car to the bed. In Ashburn, that often means using the walkout side of the lot so the entrance is at grade, with no steps. Inside, we plan for a curbless shower with blocking in the walls for grab bars, 36-inch doors, lever handles and a kitchen with reachable storage.
